There are 168,100 roofers nationwide, according to the Bureau of Labor Statistics (BLS), and Wyoming employs 230 of them. The national number is projected to grow 6% by 2033, adding more than 13,000 of these skilled workers to the ranks. According to CareerOneStop, the U.S. Department of Labor’s job search website, the projected growth rate in Wyoming is four times higher at 24% for roofers.

Roofing License Requirements in Wyoming

Wyoming does not license roofing contractors at the state level. Instead, contractors follow local contractor license requirements. Each municipality has its own requirements for licensing contractors, which means the licensing requirements in Cheyenne differ from those in Casper.

Cheyenne’s regulations require licenses for those performing work, services, or advertising relating to the construction, erection, addition, alteration, repair, equipping, moving, removal, conversion, or demolition of buildings or structures within the city. The city has different types of licenses for building contractors. It issues roofing contractor licenses for contractors who apply, repair, or demolish roofs, and also issues licenses for specific types of roofing work.

The city of Casper requires contractor licensing. The city issues roofing contractor licenses for roof installation, repair, or construction.

Who Issues Roofing Licenses in Wyoming?

The state does not issue licenses for Wyoming contractors. Each city establishes its own licensing rules and processes.

In Cheyenne, the Building Permitting and Licensing Department regulates contractor licensing. The Contractor Licensing Board sets standards and determines eligibility for contractor licensure. In Casper, the Community Development Department regulates contractor licensing.

Types of Roofing Licenses in Wyoming

Since local jurisdictions set their own licensing requirements, the types of roofing contractor licenses vary by locality. We’ll outline the types of contractor licensing in two of the largest cities.

Cheyenne

The city of Cheyenne has several types of contractor licenses, which includes the Contractor Class C License for the roofing trade.

The city issues contractor licenses only if the entity employs a full-time qualified supervisor or master. This person holds the license class corresponding to the contractor license class and specialty.

The city issues the following licenses for construction work:

  • Building Contractor Class A License: This license allows contractors to apply for permits for the construction, alteration, or repair of any type or size of structure. Those with this license may perform work under contractor’s Class C and Class D licenses (except electrical, plumbing, refrigeration, HVAC, and Class F systems). If they employ subcontractors, they must be properly licensed.

  • Building Contractor Class B License: Allows contractors to apply for permits for the construction, alteration, addition, or repair of residential buildings two stories high or less, and the construction of one-story commercial buildings with 7,500 square feet or less. Those with this license may perform work under contractor’s Class C and Class D licenses (except electrical, plumbing, refrigeration, HVAC, and Class F systems). If they employ subcontractors, they must be properly licensed.

  • Contractor Class C License: Allows contractors to apply for permits for specific work. Those seeking to perform more than one activity must receive a license for that work. A Class C1 License requires license holders to pass an exam. Those with a Class C1 license may perform the work of the Class C2 license, which does not require an exam, within the respective categories.

The city issues 19 types of Class C Licenses, which include roofing, HVAC, plumbing, and electrical work. We’ll cover roofing licenses below.

  • General roofing (C1): For the application, repair, or demolition of all types of roofing material. General roofing has three subcategories.

  • Hot roofing (C2): For the application, repair, or demolition of built-up roof covering which is cemented together, known as built-up three ply and cemented.

  • Shingles (C1): For the application, repair, or demolition of any manufactured or processed roofing material, and wood shingles or shakes, including metal roofing.

  • Special roofing (C2): For the application, repair, or demolition of roofing materials not covered under hot roofing and shingles, and which requires applicants to submit a manufacturers’ certification of application to the building official.

  • Contractor Class D License: For specialty contractors performing work on buildings, structures, or sites not listed in other licenses. This includes plaster, stucco, fencing, flooring, wall coverings, painting, wallpaper, siding, and windows. Those with this license may not act as a general contractor or hire subcontractors.

  • Building Contractor Class R License: Allows contractors to apply for permits for the construction, alteration, addition, or repair of detached single-family dwellings not more than three stories above-grade in height and their accessory structures. The license holder may perform work under the provisions of contractor Class C and Class D licenses (except electrical, plumbing, refrigeration, HVAC, and Class F systems). A Class R Limited License allows contractors to apply for remodeling permits that do not involve structural work or changes.

Casper

Casper’s contractor license types include:

  • Class I: For the construction, alteration, or repair of any size or type of structure.  

  • Class IIA: For the construction, alteration, or repair of residential and commercial structures up to 12,000 square feet.

  • Class IIB: A residential contractor license for the construction, alteration, or repair of residential structures, including apartment buildings, with up to four dwelling units.

  • Class III: For the repairing, alteration, or remodeling of single-family residences up to 25% of assessed value.

  • Class IV: For maintenance and repair of residential and commercial buildings. 

  • Roofing contractor: For the installation, repair, or construction of roofs and associated roofing materials.

  • Demolition contractor: For the demolition and removal of buildings or structures.

Steps to Get a Roofing License in Wyoming

To get a roofing license in Wyoming, you’ll need to follow the steps set out by the municipality where you plan to work. Each city has its own licensing requirements and application process.

Here’s how you get a Class C1 or Class C2 roofing contractor license in Cheyenne:

  1. Print out and complete the Class C1 tested application or Class C2 nontested application. The city lists trade license applications on this page. It also provides a contractor licensing rules and regulations PDF for complete licensing information.

  2. Provide business information, including company officers and company references. Certain types of Wyoming businesses must first register with the Wyoming Secretary of State.

  3. List a qualified supervisor with documentation showing a minimum of three years of comprehensive, hands-on work experience. For licenses requiring testing, this person will be required to show successful completion of the appropriate required International Code Council (ICC) National Standard Building Contractor exam or the Wyoming Association of Municipalities (WAM) Contractor/Trades Examination.

  4. Show a certificate of general commercial liability insurance of $300,000 minimum coverage per occurrence and $600,000 minimum coverage total aggregate, with the City of Cheyenne Compliance Department listed as a certificate holder.

  5. Show proof of registration with the Division of Workers’ Compensation in the Department of Workforce Services.

  6. Sign the application in the presence of a notary.

  7. Pay the $250 contractor license fee and the $100 qualified supervisor license fee. Contractor license applications are due by the last working day of the month before the licensing board meeting.

  8. The city is working to implement an online contractor licensing and permitting process. Currently, contractors turn in applications to the City of Cheyenne Compliance Department in the municipal building, 2101 O’Neil Avenue, Room 202, Cheyenne, WY 82001.

  9. All tested journeyman and master license applications are required to attend the licensing board meeting in person or through video conferencing when the board reviews the application. The board meets the second Tuesday of each month in the city council chambers. Failure to appear may result in application denial and a $50 re-application fee.

To get a roofing license in Casper, follow these steps:

  1. Print out and complete the contractor license application. The city lists license applications on this page.

  2. Show proof of a general liability insurance with a minimum coverage of $250,000 for personal injury or death of one person, $500,000 for personal injury or death of all persons from one incident, and $250,000 for property damage.

  3. Provide employment verification affidavits.

  4. Pay the $150 license fee.

  6. Once the Community Development Department reviews the application, the applicant may take the required testing. Roofing contractors are tested on the roofing section of the ICC International Building Code, with local amendments. How Much Does It Cost to Get a Roofing License in Wyoming?

The cost for a roofing contractor license depends on the jurisdiction where you apply. In Cheyenne, it costs $250 for a C1 or C2 roofing license. In Casper, it costs $150 for a roofing license. Applicants also pay a fee to take an exam, if it’s required for the license.

Whether a roofing contractor needs to take an exam depends on local requirements. 

In Cheyenne, this depends on the type of license. A Class 1 general roofing license requires the qualified supervisor to pass an exam. Class 2 licenses, such as hot roofing or special roofing, do not require qualified supervisors to pass an exam. Those applying for a tested license must pass the National Standard Building Contractor exam or the Wyoming Association of Municipalities (WAM) Contractor/Trades Examination.

Do I Need to Renew My Wyoming Roofing License?

Continuing Education

Continuing education requirements depend on the city. Cheyenne and Casper do not require roofing contractors to complete continuing education before license renewal.

Does Wyoming Reciprocate Roofing Licenses?

Yes, in some cases. The Wyoming legislature passed a law that went into effect July 1, 2024, requiring local governments to recognize and grant reciprocity to contractor licenses issued by a Wyoming county, city, or town, under certain conditions. Licensed contractors will need to check with the local jurisdiction where they’re applying to find out if their license meets reciprocity guidelines.

The state has reciprocal agreements for certain licenses, such as journeyman electrician and master electrician licenses.
